Abstract:

When I first visited Singapore, on my way to school in New Zealand, about 1950, the Swimming Club at Kallang looked directly out over the sea. When I began my posting in 1985, the coastline was rather distant from there, well beyond the East Coast Parkway (ECP), an expressway that flanked the east coast of Singapore. It was the only thing in Singapore that had gone backwards, I soon realised.
