    The problem of quantum description of fields is discussed in the framework of operator theory of electromagnetic field. Equations for noncommutative operators are established for a system under consideration immersed in the gravitational background space–time. Consistency of the theory is checked using Jacobi identities. The vector-potential appears in the theory only as a c-number function. It is planned to write a series of papers, of which this is the first. In the second paper, solution of the problem of vacuum zero-point energy divergency is to discuss.
