The coronavirus disease (COVID-19) pandemic has posed the most severe impact on the global economy and society since World War II. The pandemic has brought into focus how climate change is related with virus transmission and health, and has made the global transition toward low-carbon development more difficult and challenged the implementation of the Paris Agreement. Although the pandemic has significantly reduced carbon emissions and improved the environmental quality in the short term, it is still an unwanted event in the process of pursuing sustainable development; although objectively the pandemic has weakened countries’ efforts in terms of policies and actions to address climate change, the restructuring of global value chains in the post-COVID era has also brought new opportunities for a transition toward green and low-carbon development; although the pandemic has warned people of how important resilient governance and international cooperation is to addressing the crisis, the global climate governance process has come to a complete standstill since the outbreak of COVID-19, attenuating the mutual trust among countries and disabling the leadership in climate governance. The pandemic is a preview of the climate crisis, and it is important to learn from it for a better response. China quickly contained the pandemic within the country, actively resumed work and production, and gained a first-mover advantage in economic recovery. China should maintain strategic focus when pursuing ecological development, enhance the resilience of the socio-economic system, seize the opportunity of transitioning toward low-carbon development by turning the crisis into opportunities, and promote high-quality development within the country while fully engaging in global climate governance to seek ecological progress with other countries.

Since the 1990s, the global climate governance pattern has kept evolving from the initial two camps of developed and developing countries to the current pattern of multi-polarity, featuring the withdrawal and return of Paris Agreement by the United States, the declining leadership of the EU, the coalition of BASIC countries, and the rise of the least developed countries and small island developing states as newly emerging forces. This evolution mainly results from the combined effects of three factors: (i) The changes in the carbon emission pattern driven by population, economic growth, and technological progress; (ii) the stronger influences and power of discourse of the least developed countries and small island developing states as derived from the impacts of and vulnerability to climate change; and (iii) the impacts brought about by uncertain factors such as the uncertainties in terms of science, politics, and technological progress. These factors will still affect the trend of global climate governance in the future. The carbon emissions of developed countries will continue to take a less share in the world’s total, while the proportion of India and the least developed countries in this respect will rise rapidly, which will make global climate governance face a dilemma. Technological progress and the positive actions of non-state entities indicate that the international climate system needs reform and innovation. The rapid development of China over the past three decades has been synchronized with the evolution of the global governance structure, and has naturally become one of the internal factors driving the evolution of climate governance pattern. In the face of various pressure and challenges, China has been pushed to the forefront of global climate governance. China should observe the general trends within and outside the country, and respond to them rationally: (i) Set the proper role of China in the new pattern of global climate governance, i.e. a cooperation leader who should make positive contributions and avoid premature advance; (ii) innovate the concept and institutional system of global climate governance, and study and put forward the Chinese approach that is positive, pragmatic, and operable; (iii) help low-income countries cope with climate change by virtue of renewable energy technology and industrial cooperation, and achieve a win–win situation by encouraging Chinese enterprises to “go out” and helping low-income countries effectively control carbon emissions; and (iv) strengthen the climate cooperation with non-state actors, give play to their special role, and promote China’s comprehensive reform and opening-up.

The COVID-19 pandemic, which began as an international health crisis, has quickly become an economic crisis on both national and global scale. As economies are linked through global value chains, this crisis has significantly affected the global economy. The strict measures to prevent the rapid spread of the virus negatively affected the supply and demand relations. In this study, the authors examine the inter-provincial supply–demand relations in Turkey via a complex network analysis. The analysis has the following two stages: examination of topological properties and simulation estimates. The topological analysis reveals the complexity and core–periphery structure of the inter-provincial trade network. Istanbul comes to the forefront as the strongest node in the network in terms of both supply and demand. Simulation results reveal that such economic dependence on Istanbul alone makes the inter-provincial trade system more vulnerable against supply or demand shock.

Urban resilience is a major indicator of a city’s sustainability. Climate change increases the frequency and intensity of extreme weather events, thereby increasing uncertainty and disaster risk. A city’s capacity to cope with climatic risks can be improved by developing resilience. In China, heavy rainfall is the most frequent and costly extreme weather event. We conducted a comparative case study on Beijing’s extraordinary 7.21 rainstorm disaster in 2012 and the 7.20 rainstorm in 2016. Taken generic resilience and specific resilience as the analytical framework, we found that generic resilience is mainly determined by the socio-economic development level and geography of each district; while the combination of engineering and non-engineering adaptive measures after 2012 disaster has improved the specific resilience to rainstorm disaster, which contributed a good performance in the 2016 rainstorm. As a megacity in China, Beijing is a representative case that provides guidance for other cities to improve their urban resilience to rainstorm disasters.

This study tests the relationship between the hierarchical position of cities in the global economy and a typology of cultural, economic, political, and social external relations, namely city diplomacy. We conduct this test on a sample of 46 Chinese cities, seeking to bridge otherwise separate existing theories on the structure of the world city hierarchy and varied dimensions of city diplomacy. Contrary to expectations, we find that the aggregate of the typology of city diplomacy, rather than only the economic dimension, is most closely associated with position in the world city hierarchy. This tentatively suggests that the collective effect of internationally-oriented cultural, economic, political and social activities in Chinese cities reflect the global structure of the highest levels of globalized urban wealth.

This paper explores the non-technological innovation system for building low-carbon cities in China. It establishes a comprehensive evaluation index system and grading standards for low-carbon cities, concerning both technological innovation and non-technological innovation factors. Defining non-technological innovation factors as independent variables, GDP per capita as the main control variable, and low-carbon development and carbon productivity as dependent variables, this paper examines the contribution of non-technological innovation to the building of low-carbon cities. The result shows that non-technological innovation manifested a significant trajectory of progress. It demonstrates that the continuous improvement to non-technological innovation system should effectively promote the further development of low-carbon cities.

The “Proposals for Formulating the 14th Five-Year Plan (2021–2025) for National Economic and Social Development and the Long-Range Objectives Through the Year 2035” puts forth that there will be a fundamental improvement in the environment with the goal of building a Beautiful China basically. One of the key measurements of Beautiful China is carbon neutrality orientation. The task of achieving carbon neutrality is arduous, and the key difficulty of carbon neutrality lies in cities. The author believes there should be a timetable and a roadmap for carbon neutrality in cities. First, it is necessary to clarify the goal of achieving carbon emissions peak in the “14th Five-Year Plan”. Second, urban renewal, old city reconstruction and new infrastructure need to be incorporated into carbon constraints, so as to strictly prevent carbon locks, and fundamentally eliminate carbon demands. Third, the new construction, expansion or reconstruction of cities needs to be oriented by carbon neutrality.
