The new challenge for organisations is to deal with the complex issue of sustainability. However, the confusion surrounding "sustainability" hinders its implementation. This article formulates a framework consisting of three aspects to analyse the conceptual developments that underlie "sustainability": the artefact ("what"), goal orientation ("relative versus absolute") and (behavioural) interaction ("static versus dynamic"). The study of conceptual foundations underpins the framework. Contributions in both the theoretical (definitions) and the practical (indicators) spheres are analysed. The discussion about sustainability takes place in firms. Therefore, organisational developments are used as a reference timeline. Based on observations and analyses, this article suggests a new course for the sustainability discussion and its implications for the organisational context: a knowledge approach focussing on transparency and dialogue. This also implies that the emphasis in the sustainability discussion is changing from a merely environmental to an organisational and societal perspective.

Environmental Impact Assessment (EIA) is the process by which the effects that proposed projects are likely to have are assessed with respect to a number of environmental criteria. Screening is an activity carried out in advance of an EIA to determine whether, in fact, it is necessary to undertake a full assessment. In that sense screening has become not only an administrative filtering procedure but also effectively a kind of regulation.

Since the implementation of the Directive in 1999, counties (county councils) in Denmark have screened around 2000 projects annually. Approximately 3 percent of the decisions arising from screening lead to a "full EIA".

This article is based on a study of 98 documented screening decisions combined with interviews with developers and their consultants as well as county officials for each project. Herein, we analyse both the number of modifications to projects made due to the screening process and also how radical or significant the modifications were.

EIA regulation meant that approximately 45 percent of the projects were modified. Around half of these modifications were actually made before the administrative process even started. The mere fact that screening exists functions as an eye-opener to developers and consultants. In general, the nature of changes made before and after submission of the application was similar. They covered basically minor changes.

Examining the assessments made during screening more closely, we conclude that there is still far to go in order to make the assessment broader and more holistic in accordance with the ambitions set out in the EIA Directive. Among other things, this goes for the assessment of cumulative and potential impacts.

On the basis of the evaluation, we also conclude that screening is effectively a regulatory instrument in its own right. Moreover, it seems to be a cost-effective instrument in the sense that, without incurring much administrative expense, it potentially results in environmental benefits.

This article discusses recent developments in integrated planning for the national road infrastructure in the Netherlands. It lays emphasis on project definition as a "missing link" between strategic planning and operational planning.

Road development projects may have considerable negative impacts. Projects, however, are often too narrowly focused on road (re)construction alternatives and pay too less attention to the relationships with other spatial developments. As a consequence, the scope of project Environmental Impact Assessments (EIAs) is too narrow and opportunities are missed to enhance the spatial and environmental quality of the regions concerned. These problems are best tackled early in the planning process when the "degrees of freedom" in shaping the project are relatively large.

Using the case of the A27 motorway a new guideline for explorative studies is introduced. The instrument described (called "reconnaissance study") aims to connect the planning arenas of Strategic Environmental Assessment and EIA, thus achieving more sustainable planning. It focuses on the early stage of project development in which the scope of projects is defined by "zooming in" from the national to a regional setting and translation of abstract policy goals to a "real world" situation. Key elements are a transparent process in which problem analysis and development of solutions are seperated, involvement of external parties and a broad study scope.

The Environmental Impact Assessment Law (EIA Law) of the People's Republic of China was adopted on 28 October 2002. It is the most progressive legislation addressing environmental issues in China to be developed over the past decade. The new EIA Law explicitly states that environmental impact assessment (EIA) is required for both new construction projects and plans. The types of plans covered by the new EIA Law include: (1) integrated plans for land use and regional development, development of drainage areas and marine areas; (2) specific plans for industry, agriculture, animal husbandry, forestry, energy, water management, transportation, urban construction, tourism and the development of natural resources. EIA for construction projects has been implemented in China for more than 20 years. Through this new EIA Law, the legal status of EIA for construction projects has been elevated from administrative legislation to State Law. EIA for plans is a type of strategic environmental assessment (SEA) where the concept of SEA is for the first time being advocated by the State at this level. This paper emphasises the legal requirements of SEA set forth by this new EIA Law, such as major purposes, key elements and procedures of EIA for plans.

The course of urban environmental management (UEM) development in China is reviewed and analysed in this paper. The current situation that exists in the field of urban environmental management is also analysed from the aspects of the legislation, environmental policies, economic incentives and market mechanisms, technical instruments and environmental education and public participation. Further, this paper highlights the problems in China's UEM and puts forward some suggestions according to the existing characteristics of UEM in China.

The incorporation of integrated water cycle management into urban design is essential for urban sustainability. This paper provides insight into the evolution of Low Impact Urban Design and Development (LIUDD). It explores changes in urban design and infrastructure that reduce or avoid adverse biophysical effects that have contributed to the decline of aquatic biotic integrity following urban intensification in catchments. Recent practices in Canada, the United States and New Zealand offset receiving water ecosystem degradation by maximising catchment stormwater infiltration at source, contaminant containment and catchment revegetation. Local soil, climate, maturity and density of urban form, and vegetation characteristics determine the balance between infiltration and evapotranspiration in application of techniques. Examples are cited of brownfield stormwater infiltration in the Netherlands (Ruwenbosch, Enschede), neighbourhood containment of water and waste cycles in Germany (Leipzig) and site-specific developments proving the cost-effectiveness of LIUDD. LIUDD, which is evolving from its origins in stormwater management, is making a major contribution to many facets of urban sustainability, including improved urban amenity and recreation, cost-effective infrastructure and biodiversity enhancement.

This article identifies and discusses the difficulties the main actors involved in the process of Local Agenda 21 implementation are confronted with in countries in transition as Romania. These are mainly the lack of financial resources, a weak connection of the academic world with the policy-making process, difficulties in adopting a "multistakeholders" strategy and sometimes a weak legal framework. However, specific problems characteristic for a country in transition and reminiscences of the communist regime imprint a special profile to the process of implementation of Local Agenda 21 in Romania. The solution to these problems may reside in the opening of the Romanian society to an external flux of funds and information, as well as in surpassing the weak communist thinking, which has unfortunately been maintained over years. To reach its purpose, the paper analyses the instrument for Local Agenda 21 implementation in a Romanian municipality, Ramnicu Valcea.
