Zhichang Liu, PhD, is an assistant professor in Chinese Academy of Social Sciences, Beijing. He got his MS and PhD from Institute of Political Science, Central China Normal University. He has been a visiting scholar at Deakin University for one year. His research interests are public services, grassroots governance, and social development. He is the author of several research monographs, such as: Basic Public Services in China: Changes and its Logic (Beijing: China Social Sciences Press, 2014), An International Comparative Research on the Basic Public Services Capability (Beijing: China Social Sciences Press, 2014); and the co-author of the Yearbook: The Public Services Capability of Chinese Cities (Beijing: Social Sciences Academic Press, 2011), The Public Services Capability of Chinese Cities (Beijing: Social Sciences Academic Press, 2013). He has published 6 book chapters and 26 journal articles. Dr Liu also holds several research projects in the fields of public services, and urban grassroots governance.
