      Abstract:

      Early research on small business was stimulated by a book by Birch (1979) that argued that small business expansion accounts for a disproportionate number of new jobs. Public policies in favor of small businesses are often justified on that basis. We will see, however, that the relation of small businesses and jobs is more complex than Birch supposed.
