With advances in unmanned aerial vehicle (UAV) technologies, they have been put to use in a wide variety of scenarios, including emergency surveillance and disaster management. However, their widespread usage is still limited due to their expensive nature. Only user-piloted UAVs are extensively used still today; but their low-budget design leads to lack of auto-guidance and cooperative functions in both line-of-sight and obstacle-sensitive operations. This paper presents a new approach of self-guidance in these budget UAVs for stable maneuverability even in the obstacle-sensitive surroundings. Further, the paper additionally incorporates cooperative functioning in such self-guided budget UAVs for completing collaborative tasks of emergency surveillance. Comparative testbed results show the cost-effective benefits of the proposed methods and the precise working abilities in no-obstacle as well as obstacle-sensitive sites.

A modeling methodology for blog recommendation and forecasting based on information entropy is presented. With the increasing popularity of smartphones and the rapid development of the mobile Internet, the amount of user-generated content such as blogs is increasing daily. Valuable information, such as bloggers’ opinions, feelings, and attitudes, is often part of this content. Particularly in the context of an emergency, this information should also be used to facilitate decision making. The current blog recommendation model examines primarily users’ interests or content similarity, whereas in this paper, the value of the blog is considered. The primary contribution of this paper is the proposal of an information-entropy-based blog recommendation model for finding valuable blogs to facilitate decision-making in an emergency context. A series of indicators for evaluating a blog in an emergency context are proposed. Using the method of information entropy, a blog recommendation model is developed. The model can also be used to forecast the value of emergency blogs in the future. The model has been tested and validated using crawled data from the Sina Blog, and the results have demonstrated that the proposed model can effectively determine the value of emergency-related blogs.

Emergent behavior in interconnected systems (complex systems) is of fundamental significance in natural and engineering sciences. A commonly investigated problem is how complicated dynamics take place in dynamical systems consisting of (often simple) subsystems. It is shown though numerical experiments that emergent order such as periodic behavior can likely take place in coupled chaotic dynamical systems. This is demonstrated for the particular case of coupled chaotic continuous time Hopfield neural networks. In particular, it is shown that when two chaotic Hopfield neural networks are coupled by simple sigmoid signals, periodic behavior can emerge as a consequence of this coupling.

Background: The COVID-19 pandemic had a significant impact on students, instructors, and educational organisations all around the world. Remote learning was an emergency response by most universities in Ghana during this pandemic to ensure the continuation of their academic calendar. Conducting this study among Ghanaian undergraduate students is crucial because factors like socioeconomic status, technological resources, and individual learning preferences can significantly impact their experience and the perception of remote learning, which may differ from studies conducted elsewhere.

Objective: To determine the perceptions and experiences of remote learning among allied health sciences students during the COVID-19 pandemic.

Methods: This cross-sectional study involved 218 second, third, and final year Allied Health Sciences students in the University of Ghana. A questionnaire was used to obtain data concerning health professions students’ perception and experience of remote learning. The readiness of students in respect to the emergency remote learning, attitudes towards remote learning, perception of remote learning, satisfaction, and the level of anxiety was calculated using mean and mean percentages. Kruskal–Wallis test was used to analyse differences between programmes of study and the perceptions and experiences of remote learning.

Results: One hundred and fifteen (53.1%) of the participants had moderate perceptions of independence and responsibility in their learning experiences while 80 (36.7%) students reported that their satisfaction levels regarding remote learning was high. Seventy-seven (38.4%) students reported that they had a burden of anxiety. There was no statistically significant difference between anxiety level and programme of study.

Conclusion: Ghana Allied Health Sciences students had positive perceptions and experiences towards remote learning. They could adapt to the new teaching method with appropriate technology integration. Despite a number of students who were anxious about using remote learning. Adequate support towards transitioning into the use of technology may be a good consideration.

Introduction: We adopt the method of bibliometrics to analyze the annual volume of papers and author distribution in the field of campus emergency management in the past 43 years, to evaluate the main population and types of emergency in this study of campus emergency management, and to discuss the existing management methods. Thus, we explore the research hotspot, research gaps and provide reference for future research. Method: We made a statistical analysis of published literature through bibliometrics, searched relevant papers on campus emergency management in PubMed, Embase and Web of Science databases and included 364 valid literature works after screening. The characteristics were analyzed from multiple perspectives. Results: The research on campus emergency management is divided into three stages: “incubation period”, “fluctuating growth period” and “rapid development period”. Studies vary widely from continent to continent. There are many differences in the focus groups of different school types in the literature. The proportion of emergencies is divided into wound, disaster, school violence, illness and bombshell and others, accounting for 34.17%, 16.94%, 16.11%, 12.78%, 4.44% and 15.56%, respectively. Conclusion: Through the statistical analysis of English literature on campus emergency management from 1977 to 2020, it can be seen that the uneven distribution of research areas is very serious, and there is not much attention to special types of schools. The subdivision and management of the population are in continuous improvement. The research on campus emergency management has been continuously carried out and improved, with a promising prospect. Practical applications: This study can help explain the current situation and development trend of international campus emergency management, and provide reference for further research.

Emergency agencies can use emergency management models to enable them to better prepare for and respond to emergencies. This qualitative study aims to undertake a critical examination of emergency management models by thematic analysis to determine their significance to emergency management. A review and analysis of the existing literature were used in the study. The models were studied to explore their role in emergency management and to identify any significant constraints or challenges which could limit the ability of the emergency management model to carry out appropriate actions. The study found that such models are indispensable because they simplify and improve emergency management. Additionally, they may support planners, managers, and practitioners in reaching proper decisions, making them a valuable and necessary decision-making support tool. The study also showed that each model has an advantage that distinguishes it from the other models. Consequently, a comprehensive emergency management model should be designed to suit all cases and circumstances. The findings also confirmed the doubts raised about the limitations and concerns associated with the models. Concerns included future events’ unpredictability, the models’ prescriptive nature, the event’s cultural context, and the impact on businesses. The findings also indicated that certain planners, managers, and practitioners had a limited understanding of the use of models in emergency management. As such, they appear to have overlooked the use of models while dealing with emergencies. Hence, the study recommends that the models should be employed in all emergency management activities. The study also recommends that the findings are utilized as a basis for further research into the potential use of emergency management models.

This paper systematically establishes a multiple attribute decision support database of sensitive resources and emergency resources based on the analyses of comprehensive objectives of marine oil spill emergency response as well as weather and sea conditions, accident characteristics, sensitive resources protection requirements and other constraints. An Oilmap oil spill trajectory and fates model, an emergency measures screening model and a scheme assessment model are integrated with GIS platform, so as to generate environmental condition self-adaption sensitive resources priority protection scheme and optimal dispatch scheme of emergency resources. The studied results are integrated with “the marine oil spill emergency decision support and dispatch command platform.”

The hospitality industry has subsequently been struck by a range of disasters. Either; globally or regionally, natural or man-made disasters. Reflecting the hospitality and tourism industry’s vulnerability to hazardous events in the internal and external environment, they have caused dramatic fluctuations in Tourist arrivals and revenue. The chapter investigates the impact of these disasters and crises on hospitality and tourism industry. Aims to review some attempts to investigate the impact of disasters, how emergency planning could mitigate these impacts, and how to recover from it. Furthermore, it reviews the theories and models which could be used as an effective strategies to cope with uncertainty, how to plan, manage, and recover from such events. Emergency plans used by industry players to overcome the effect of such events and quick return to normality. Emergency planning could mitigate the effect of such events and recover from such disasters. The finding also emphasizes the power of media in clearing the ambiguity, which helps marketing efforts towards tourists to change their attitudes and visit safe rather than visiting hazardous destinations. Effective planning and the urgent need for better cooperation, coordination and awareness efforts among the industry stakeholders, government agencies, and local communities could mitigate the negative impact of hazardous events, allowing organizations to learn from the past to prevent the same effects in the future.

This research is about disaster risk reduction and management using learning from past disasters as theoretical framework because disasters and crises continue to re-occur for the same reasons they could have been prevented and mitigated. This chapter has two main aims. First, to consider how lessons from past disasters, may be linked to strategies for disaster risk reduction and management. Second, critically review how lessons from disasters can be made actionable in an organizational context using conceptual model of actionable learning from disasters. Historically, proximate cause and nature of risk, crisis and disaster has generated intense theories and models in both the social and pure sciences. Albeit the applied implications of existing risk and disaster theories are questionable, this research informs the debates about risk, crisis and disaster management theory and practice by considering and reflecting on mindfulness, complexity, modernity, fragility, isomorphic learning, and policies ambiguity; and the application of disasters lessons from cross-organizational isomorphism, event isomorphism and self-isomorphism. One of the fundamental contributions involved using case studies of two emergency and disaster response organizations in Ghana and Nigeria which were used to address the issues raised in the research. In conclusion, the chapter reflected on the challenges of learning from past disasters, devoted to the explanation of disaster risk reduction strategies and its components: identification, prevention, reduction, mitigation and appraisal, evaluation, management and communication, flexibility, resilience and robustness. The main lessons and implications from “actionable learning from disasters model” to disaster risk reduction and management are discussed.

With the development of waterway transportation, the number of maritime accidents is increasing. It is more and more necessary for administration departments to improve response ability to emergency accidents. Internet of things technology, big data technology, and cloud computing technology were introduced to solve this problem. A new platform based on these advanced technologies was designed. The details of platform constructing were described. The fundamental functions were illustrated.
