Faced with the growing demand for personalized services and the challenge of high service quality standards in the market, the traditional service industry model is no longer able to meet current needs, and transformation and upgrading are urgently needed. Therefore, it is particularly crucial to deeply analyze how digital network computing can effectively empower and accelerate the high-quality development process of the service industry, while identifying and analyzing the core influencing factors in this process. Digital network computing relies on vast digital knowledge and information resources, with highly interconnected network infrastructure as the cornerstone, integrating advanced information and communication technologies to achieve real-time transmission, processing, and analysis of data, thereby driving the continuous emergence of intelligent decision-making and innovative applications. Its distinctive characteristics include high network interconnectivity, deep data mining and utilization, intelligent decision support, and continuous technological innovation drive. The purpose of this study is to deepen the understanding of the internal mechanism of the integration and development of digital network computing and the service industry, and to reveal the multiple paths and key factors that promote high-quality development of the service industry. Through system analysis, we hope to provide scientific decision-making basis for policy makers, valuable strategic suggestions for service enterprises on the road of digital transformation, and jointly promote the service industry to move toward a more prosperous, efficient, and sustainable new stage of development.

The establishment of the Equator Principles provides strict industry standards for promoting green environmental protection. Ecological protection and high-quality development of the Yellow River Basin are major national strategies and frameworks in China. This study aims to provide a theoretical basis for promoting the efficient development of the Yellow River Basin and to explore the imbalance between the development level and the development quality of green finance in various regions of the Yellow River Basin. The study implements an evaluation index system to quantify the economic development level and green finance development level of the Yellow River Basin. Moreover, a panel model analyzes the impact mechanism of green finance on the high-quality development of the basin as well as the moderating role of government supervision. The results show that most cities in the Yellow River Basin of China are at a medium level of green financial development, and some cities have a low level. Green financial development can promote high-quality development, and green regulatory and fiscal policies play a moderating role in this process. This study makes relevant policy recommendations for improving top-level design and preserving the environment.

The high-quality development of fishery puts forward two requirements for the supply of Aquatic Products(AP): The first is to increase the supply of high-quality, high-end and safe AP based on market demand;The second is to promote green aquaculture. Under this background, Special aquatic products (SAP) have become the main force of green aquaculture due to their higher nutritional value and good quality, the green development of Special aquatic products supply chain (SAPSC) can solve the urgent needs of consumers for “quality and healthy” AP.

Combining with the characteristics that SAP farming is dominated by producers, we construct the Stackelberg Model of producer-dominated SAP, and analyze the different operation results of SAP in traditional aquaculture model(TAM) and green aquaculture model(GAM). Furthermore, the paper studies the optimal decision-making of supply chain based on the bilateral green input of producers and retailers, and designs a revenue-sharing contract(RSC) to coordinate the SAPSC. The main results are as follows: Compared with TAM, the demand for products under GAM is greater. And the producers and retailers are more profitable. The basic greenness and marketing level of the products have a driving effect on green development of SAPSC. The RSC is conducive to encouraging supply chain members to make green inputs. Finally, by analyzing the contract parameters and supply chain parameters, the validity of the contract and the correctness of the conclusion are verified.

During the 13th Five-Year Plan period, China’s regional development strategies and policies have positively contributed to the economic transformation and upgrading in the eastern China, sound economic growth momentum in the central and western China, faster economic growth in old revolutionary areas, ethnic minority areas, border areas, and poor areas, and more coordinated development among regions. Despite its remarkable achievements, China’s coordinated regional development still faces problems such as unbalanced economic growth between the southern and northern China, great gaps in innovation capacity among regions, difficulties in ensuring equitable access to basic public services, and slow growth of Blue Economy. To pursue regional development in China, the most important task at present is to promote coordinated and high-quality regional development and create a new pattern that can help such development become better in terms of quality, efficiency, fairness, and sustainability. The shift from questing for coordinated regional development to high-quality coordinated regional development not only reflects the transformation of regional development concept but also adapts to the requirement for regional development transformation in today’s China. During the 14th Five-Year Plan period, to promote high-quality coordinated regional development, China should continue to make overall planning for the four major regions and coordinate the development of belts and zones with the four major regions as the basis and the key belts and zones as the framework. It should continue to deepen and improve the “$4+X$” master strategy for regional development and facilitate the formation of a national system for regional development strategies. It should further improve the governance system for China’s national space, with an emphasis on creating the main framework for the development of national space that consists of three horizontal axes and three vertical axes, stretches over the eastern, central and western regions, and connects the northern region with the southern region, setting up a network of growth poles mainly supported by city clusters and metropolitan areas, and putting in place a negative list system for national space development. Besides, China should continue to accelerate the development of C-shaped open economic belts in border areas, further strengthen the opening up of inland, and spare no effort to foster the three major marine economic zones, thus working toward all-around opening up that coordinates land and marine development as well as the development of China’s coastal, border and inland areas. On that basis, China should also actively steer the northeastern region out of difficulty and help it develop vigorously, redouble efforts to cultivate advanced manufacturing centers in the central and western regions, formulate and implement support policies for relatively poor areas, and expedite the integration of modern infrastructure.

China’s declaration to the international community to peak CO₂ emissions before 2030 and achieve carbon neutrality before 2060 is of great significance in advancing the objectives of the Paris Agreement, and has a positive and far-reaching impact on China’s high-quality development. This paper expounds on responsibilities and ambitions in tackling climate change, analyzes the high-quality development opportunities brought about by CO₂ emissions peak and carbon neutrality, and discusses the net zero carbon emissions transformation in the new era of ecological civilization. This paper is of the view that development towards net zero carbon emissions provides a new impetus for building a Beautiful China, and promoting ecological civilization and green development. The essence of carbon neutrality should be correctly understood so that the world will work together to improve climate resilience. China should also deepen the understanding of the principles and methodologies of climate change economics.

China ranks first in the number of coal mines and coal production in the world, its geological conditions of coal storage and mining costs are inferior to other coal producing countries. However, China’s attention and mining enthusiasm for coal have not decreased at all. The concentration of coal production has been increasing, and the important role and strategic position of the main coal producing areas in the central and western regions have become more and more prominent. In particular, the number of coal mines and accidents in Southwest China ranks first in the country. Contrary to the dominant position of state-owned coal companies in other regions of the country, there are more private coal companies in Southwest China. Take Liupanshui (LPS) as an example, considering the analysis of its coal geological conditions, high-quality development, industrial structure, potential risks, accident types, accident time and other safety conditions, regardless of regional factors, the safety situation of coal mine in LPS is an epitome of the China’s private coal companies, which can be used for reference to improve the safety production situation in other regions.

After the BRI enters a new stage, high-quality development is becoming its main goal, but there is no consensus among Chinese academic circles on how to achieve high-quality development. Based on the assumption that the BRI is a development-oriented regional economic cooperation mechanism, the author proposes that the connotation of its high-quality development lies in sustainability, and the path to achieve sustainability lies in its institutionalization. The development orientation of the BRI determines that it does not set rules as a threshold during its initial stage, thus providing opportunities for developing countries to participate in international economic cooperation. However, this does not mean that the BRI does not need rules and institutionalization. Institutionalization is an endogenous requirement for deepening the BRI cooperation, an inevitable choice for addressing exogenous challenges, and a prerequisite for docking with the existing global governance system. It should be pointed that the institutionalization cannot duplicate the existing institutionalization model of regional integration, but needs to follow the principles of mutual consultation, gradualism and the Viewpoint of Righteousness and Benefit. Therefore, high-quality development of the BRI requires the establishment of a sustainable cooperation system, a benefit distribution system and a support system.
