    Landscape Design of Memorial Garden Based on Computer Vision Communication and Realization by Visual Quality Prediction

    This paper discusses the balance between artistry and science in the landscape design of memorial gardens, which relies on visual quality prediction. This paper introduces the theoretical basis of vision quality prediction, including the definition, evaluation method and prediction model of vision quality. This paper analyzes the artistry and scientificity of memorial garden landscape design. It expounds that artistry emphasizes the designer’s innovation and aesthetic expression, while scientificity focuses on the feasibility and practicability of design. Finding a balance between the two, so that the design can meet aesthetic and practical needs is an essential challenge for designers. The application of visual quality prediction in memorial garden landscape design and its influence on the balance between artistic and scientific design are discussed in detail. It is found that visual quality prediction can provide a scientific basis for designers to make decisions and help them create high-quality visual effects while meeting practical needs. The research results are summarized, and the future research direction is prospected. With the development of computer technology and artificial intelligence technology, visual quality prediction will play an increasingly important role in landscape design.

    Implementation of Information Technologies in the Teaching of "Science for the 21st Century"

    We illustrate the use of World Wide Web technologies for the teaching of general science topics to undergraduate non-science majors. The newly developed course, Science for the 21st Century, consists of modules each presenting scientific topics of current interest and broad appeal. Network- and computer-based tools are used by instructors to: 1) present multimedia material in lectures; 2) produce and store Web-based modules; 3) communicate notices about the course. Students use computers to: 1) access and review lecture material; 2) explore information sources (located on our server or elsewhere) for term projects and homework assignments; 3) obtain information about the course and communicate with instructors. We describe our experiences with this course and formulate some general conclusions which might be of interest to others wishing to use network-based resources for teaching.

    QPS — A TOOL FOR QUANTITATIVE PROBLEM SOLVING IN SCIENCE AND ENGINEERING

    An AI tool called the Quantitative Problem Solver (QPS) has been developed for building knowledge based systems which can solve quantitative problems in science and engineering. QPS can store and manipulate quantitative knowledge comprising numerical data and scientific laws represented by formulas. The human interface is based on the symbols commonly used by scientists and engineers. All knowledge is represented as objects and classes in an object-oriented knowledge base. QPS employs the familiar Problem Decomposition strategy for selecting the correct sequence of equations needed for solving problems and it has been tested by the building of knowledge based systems to solve several simple problems in Engineering and Physics.

    RISK ANALYSIS AND SCIENCE

    In this paper we discuss the scientific basis of risk analysis, when a Bayesian approach is the foundation of the analysis. We argue that the analysis cannot be judged by reference to the traditional science paradigms alone, such as the natural sciences, social sciences, mathematics and probability theory. There is a need for recognitions of a risk analysis science which is related to the establishment of principles, methods and models to analysis, describe and communicate risk, in a decision-making context. The "goodness" of these principles, methods and models cannot be evaluated by reference to the accuracy in describing the world, as risk analysis is a tool for expressing and communicating uncertainty about the world. Empirical control is only relevant to some degree. An example of a risk analysis of an offshore installation is used to illustrate important issues.

                              CHALLENGES AND RESPONSES TO ASIAN FOOD SECURITY

                              Food security is a complex phenomenon made up of multiple dimensions — food availability, physical access to food, economic access to food, food utilization — each of which has a stability dimension which underpins it. This review provides details on these dimensions and links them to two published indices which provide assessments of the state of food security in a country. The paper further provides analyses of the main supply and demand factors in the food security equation. Food security faces natural and anthropogenic threats such as loss of productive land and water, climate change and declining crop productivity, all of which are potentially amenable to solutions provided by science and technology. Demographic and accompanying diet changes further exacerbate the demands made on the natural resource base for food production. Finally, possible responses to the challenges confronting a secured food future are discussed from technological, policy and system level perspectives.

                              Country Efficiency Study Based on Science & Technology Indicators: DEA Approach

                              This paper examines the relative efficiency of the innovation process in 75 countries worldwide during the period 2010–2018 using Data Envelopment Analysis (DEA). Research and development (R&D) technical efficiency is examined using a model with R&D expenditure as an input and patents, trademark applications and scientific and technical journal papers as outputs. The results of this work confirm that there is no direct relationship between innovation efficiency and the resources are devoted to it. Furthermore, a lack of concern for technological progress was detected, focusing efforts on the best use of available technology and on changes of scale in innovation activities. For this reason, the governments of the countries should promote scientific and technological research which will make it possible to create and improve the current technologies and to have human resources that are highly trained and qualified for the working environment.

                              START-UP CREATION IN BIOTECHNOLOGY: LESSONS FROM THE CASE OF FOUR NEW VENTURES IN THE UPPER RHINE BIOVALLEY

                              This paper explores start-up creation in biotech through an in-depth analysis of four new ventures located in the Upper Rhine Biovalley. This analysis helps us discuss the role of several factors in the performance of a new biotech firm. The study specifically outlines three elements, namely: the importance of public science, without which new biotech firms cannot exist; the role of the patent system, which impacts the business model adopted by the firm; and the importance of collaborations, which we study through the concept of distributed entrepreneurship.
