The handling Editor-in-Chief will inspect the submitted manuscript. If the manuscript is not of sufficient quality to go through the review process or if the subject of the manuscript is not appropriate to the journal scope, the handling Editor-in-Chief may reject the manuscript with no further processing, or send it back to the author(s) to make improvements before resubmitting it for peer review. Then the manuscript will be assigned to one of the subject editors based about the focus and content of the manuscript. The subject editor will invite a minimum of three and a maximum of six external reviewers for peer-reviewing. The peer- review process will be single blinded, i.e., the reviewers will know who the authors of the manuscript are, but the authors will not have access to the information of the reviewers.
When, at least three reviewers submit their reports, the subject editor will make one of the following editorial recommendations to the Co-Editors-in-Chief: Reject; Major revision; Minor revision; or Acceptance., Then the Co-Editors-in-Chief will make an intermediate decision according to the reviewers' reports and the recommendations from the subject editor. If the intermediate decision is minor or major revision, the editorial system will notify the corresponding author about the reviewer's suggestions and recommendations, as well as provide the comments from the reviewers and from the subject editor and/or from the Co-Editors-in-Chief.
The author/authors will be given thirty days for minor revisions and sixty days for major revisions, to submit the revised version of their manuscript and to provide responses to the reviewers' inputs point by point. After this, the Editors-in-Chief and the corresponding subject editor will decide if another round of reviews is necessary, and if yes, the revised version will be reviewed again by the same reviewers as those in the first round of review. Then, according to the reviewers' recommendations, the subject editor will again make the recommendation (Reject or Acceptance) to the Co-Editors-in-Chief Only the Co-Editors-in- Chief can finally accept a manuscript for publication, whereas subject editors recommend manuscripts for acceptance to the Co-Editors-in-Chief.
