Publication ethics in social work have received very little attention. As the research base of the field continues to expand, and as the pressure to publish among academic faculty increases, social work researchers need to examine the ethical issues that can arise in scientific publication, including self-plagiarism and redundant publication. This article examines the issue of self-plagiarism, including "salami-slicing", "text recycling", and duplicate submission. Noting that many researchers may be unaware of publication guidelines, manuscript submission policies were reviewed for 28 major social work journals. Of the journals, 71.43% (n=20) explicitly prohibited simultaneous submissions, and 67.86% (n=19) clearly stated that submitted manuscripts were required to be original. Suggestions are provided to help social work researchers avoid committing intentional and unintentional acts of self-plagiarism and redundant publication.

This study evaluates a reality therapy group for students enrolled in the Form 1 classes of a low-band secondary school in Hong Kong who have exhibited signs of disaffection such as apathy toward study and school activities, repeated academic failure and disruptive classroom behaviour. The results, based on interviews with members and their teachers, indicate significant improvements in the self-esteem, life satisfaction and school performance of the adolescent participants. The results from a self-report evaluation questionnaire also show the members' satisfaction and their positive perceptions of the group in terms of goal attainment and the impact the group has had on them. The implications of these findings for future practice and research are discussed.

此研究評估一項爲就讀於香港某間低組別中學，對學習及校內活動感覺冷漠，在學業上遭遇重覆失敗，以及經常擾亂課堂的一年級學生而設之現實治療小組計劃。從訪問組員及他們的老師得來的結果顯示，青少年參加者的自尊感、生活滿意度和校內行爲均獲顯著改善。由自填問卷得來的結果亦顯示，組員在小組目標達成、參加者滿意度、以及小組對他們的影響等方面，對小組都有很正面的評價。本文並討論上述發現對未來實務及研究的含義。

一般來說，有精神病暴力紀錄的案主往往是令社會工作人員和專業人士最感頭痛的一群。工作人員往往覺得他們無法溝通、瞭解和建立關係，最後只能以控制、禁錮和強迫服藥作爲介入手法。其實在能耐取向的介入手法下，不少的研究都指出，精神分裂的症狀，如幻像、幻聽、妄想都是可以理解的，而暴力行爲也是可以預知的，並與妄想病人經驗支持系統有關。作者更以一實例顯示如何幫助案主建立互信和溝通讓他們發展所長、重返社會。

Clients with psychosis and record of violence has long been a challenge for social work interventions. Workers tend to insert social control by involuntary hospitalization and medical treatment. Based on a strengths perspective and by means of a case illustration, this paper shows that clients' delusion and hallucination are meaningful. Violent behaviours and outbreaks are predictable and related with stress in clients' psychosocial environments. Once their capabilities and strengths are properly developed, they can recover and enjoy a normal life as other persons in the society.

本文根據調查資料，分析香港邊緣社群（包括貧窮人士以及無業、不固定工作者）的社會網絡，並根據這些人士的社會網絡的規模及同質化程度，來衡量其社會資本的數量及性質。結果顯示貧窮人士社會網絡的規模明顯較非貧窮人士小，尤其以介紹工作網絡的差別最明顯，這顯示貧窮人士的社會資本較非貧窮人士少。貧窮戶的社會網絡中亦以無業人士居多，以致社會網絡出現同質化的情況。沒有工作及屬不固定工作人士的社會網絡的規模亦明顯小於有固定工作的人士，其社會網絡亦出現同質化，而無業或工作不穩定對男性造成同質化的影響較女性大。所以，無業及不穩定工作人士的社會資本較固定工作人士少。要真正解決香港的貧窮問題，必須增加貧窮人士的社會資本。

This paper, based on a sample survey, analysed the social network of the marginal groups including the poor, the un-employed and people with unstable jobs in Hong Kong. The quantity and quality of social capital of the above groups were measured according to the size and homogeneity of their social network. Results showed that the size of social network of the poor was significantly smaller than that of the non-poor, especially in the network of job searching. This suggests that the social capital of the poor was less than that of the non-poor. It is more likely that the social network of the poor was constituted of the un-employed, that was why it was more homogenous. Social network of the un-employed and people with unstable jobs was smaller than that of the people with stable jobs. The un-employed or unstable job holders also induced homogeneity in their social network, the impact of which was greater on male than female. To alleviate the problem of poverty in Hong Kong, we should increase the social capital of the deprived people.

本文嘗試引用自1988至2001年期間所進行的全港性社會指標調查資料，分析香港的貧窮問題。從數據上看，我們發現香港社會已明顯地出現“貧者愈貧”的現象。若受訪者是來自低教育、低收入以至低技術階層的話，他們陷入貧窮困局的機會便愈大。受訪的貧窮者當中對家庭、個人以至工作各方面的不滿情緒，往往較那些生活條件充裕者大；至於對經濟環境、就業和政府管治方面的怨憤，也較為強烈。以上各種趨勢，不但十分突顯，而且有愈來愈嚴重的傾向，值得當局小心處理。

With reference to the territory-wide household survey data that was obtained from 1988 to 2001, this paper tries to analyze the poverty problem in Hong Kong before and after the hand-over. Our data clearly shows that in the past one and a half decades, the poverty problem has become worst. In comparison with the well-off families, respondents who came from the poorer families have become more dissatisfied with the living environment, the working situation, economic prospectus as well as the administration of the government. If the government would not take effective action to solve this worsening poverty problem, the foundation of the territory's social stability will be threatened.

The impacts of Severe Acute Respiratory Syndrome (SARS) on the social work students were examined using a combined quantitative and qualitative method. A survey was conducted with 114 social work undergraduate students at The Chinese University of Hong Kong to assess their perception of the impacts of SARS on them at personal and professional level. Four focus groups had been conducted to examine the social work students' interpretation and their reflection of their experience. Results show that the SARS crisis has positive impacts on social work students. The findings indicate that students with direct exposure to SARS perceived themselves as becoming more appreciative in attitude and have greater involvement and devotion to the social work profession. Moreover, the result shows that three variables — recognition of risk, commitment and devotion, and professional reflection are positively correlated. The findings articulate the relationship between experience (risk), profession reflection and meaning generation (commitment and devotion). The findings of this study provide us with insights to rethink on our social work education.

Studies on disaster have been criticised as putting too much emphasis on individual therapy. The community perspective highlights the significance of the sociopolitical factors in causing disasters and intervention at the community level. This paper, examining the contribution of community development services during the SARS epidemic in Hong Kong, reveals the significance of establishing an extensive network of vulnerable groups and community organising groundwork in times of crisis. Intervention during the SARS crisis included crisis intervention, providing community education, promoting community care, community participation and supporting the unemployed. After SARS, the focus was on reinforcing the spirit of mutual help, anti-discrimination and reconstructing positive shared meanings of the disaster. In mobilising community resources, the concept of the "strength" community has been confirmed. The SARS experience has revealed that, although disasters are becoming complex and global, remedies can be found in the local community. Community is an important disaster resource.

本文檢視社區發展服務在“非典型肺炎”期間的貢獻：危機介入、社區教育、社區照顧、社區參與及支援失業人士。“非典”之後，服務集中於強化互助、反歧視及建構災難的正面意義。介入的過程引證了“力量”社區的概念。

本文嘗試比較兩個危機管理模式，其一是香港家庭福利會“綜合家居照顧服務隊”在2003年SARS 於牛頭角下邨及淘大花園爆發時，總結和歸納出來的一個“危機管理實戰模式”。另一個是 Gonzalez Herrerom 及 Pratt (1995) 建立的一個“危機管理概略模式”。實戰模式更針對其缺漏加以修正和完善，嘗試把概念和實戰經驗融合。經修正後，“實戰模式”的實用性，應可推及至由其他傳染病引致的危機管理上。

This article compared two crisis management models. One of the models — 'crisis management practice model' is formulated from the practical crisis management experiences of the integrated home care service center during the SARS attack in 2003. It is based on the service delivery in the two most affected areas, the Lower Ngau Tau Kok Estate and the Amoy Garden. The other model is a four-phase 'crisis management conceptual process model' developed by Gonzalez Herrerom and Pratt (1995). The practice model is further consolidated, enriched and refined in view of the Gonzalez Herrerom and Pratt's model to integrate the conceptual and practical aspects. Its applicability can be extended to other crisis caused by outbreak from other infectious diseases.

這項研究，主要是探討病患者在參加“類風濕性關節炎患者自我管理課程”後，在自我療理行為、心理狀態及健康狀況等方面的成效及持續效果。研究採用單組活動前後的比較與設計，共有70名病患者參與是次研究。結果顯示，類風濕患者在療理病徵的信心、建立自我療理炎病的行為、心理狀態以及健康狀況方面，當課程結束時和結束後的1個月，均有顯著進步，並且於結束後6個月，開始達致穩定狀態。參加者在課程結束時和結束後的6個月，亦顯著地減少了使用醫療服務。研究結果更發現早期類風濕患者在課程裏能得到較大益處和進步。由於這許多方面的成果和持續效果，“病人自我療理教育”應加以大力推廣，以彌補傳統醫療的不足，並配合現有醫療制度，發揮更大的治療效果。

This study examines whether the Rheumatoid Arthritis Self-Management Course is effective in, as well as being able to achieve stabilizing effect on, enhancing participants' perception of control over the symptoms, improving health behaviours and health status, and reducing use of health care resources. This is a single group pre-and-post design with a sample of 70 participants. After the intervention and at 1 month follow up, participants show significant improvements in arthritis self-efficacy, self-management behaviour (exercise, cognitive symptoms management and communication with doctors), psychological well-being (sense of helplessness, mood and anxiety) and health status (pain and fatigue). These improvements become stabilized at 6 months follow-up after completion of the program. In addition, the program is found effective in reducing visits to general physician on problems related to arthritis. The results in this study clearly indicate that this community based patient education program can offer substantial benefits for the participants, particularly in terms of perceived self-efficacy on managing various aspects of arthritis, the establishment of positive health behaviour and its stabilizing effects. Therefore the complementary role of patient self-management education to traditional disease-oriented medical services can offer a valuable adjunct to medical care and we strongly advocate for its full implementation.

As the home computer and the Internet are becoming more and more popular, social service agencies in Hong Kong are beginning to show interests in making use of the new technology to extend social welfare services to the community. This paper presents the results of an empirical study to evaluate the Cyber-Parenting Project as a pioneer attempt in providing parenting education through the Internet and gives recommendations for future attempts of similar nature. The discussion covers the conceptualisation, design, implementation and utility of the Cyber-Parenting Project, and the recommendations include issues on system design, provision, testing, and monitoring of web-based social service programs.

由於家用電腦及萬維網的應用日益普及，本港的社會服務機構亦開始思考如何應用這新科技去進一步延展社會福利服務到社區；而“Cyber親職教育網”便是利用萬維網去提供親職教育的一項創新計劃。本文就對該計劃進行的實證研究結果去評估該計劃在構思、設計、執行、及效用各方面的得失，並因應評估結果作出關乎系統設計、提供、測試、及監控等多方面的建議，供有興趣發展網上服務的福利機構及人仕參考。
