    Abstract:

    The year 2016 saw no obvious amelioration of the counter-terrorism situation in the Middle East. In several war-torn countries, with ongoing domestic chaos caused by war, the governments have already lost control of their whole territories. As great powers intensified their competition, regional order collapsed. Under this situation, the Middle East counter-terrorism cause progressed slowly. Although the Islamic State (IS) has incurred strikes in Syria and Iraq, there has emerged a trend of terrorists fleeing to other countries. As a result, many Eurasian countries are now faced with the danger of back-flowing extremists.
