Since its launch in late 2013, China’s Belt and Road Initiative (BRI) has achieved many tangible results that may have lasting effect on the social and economic development of host countries and on the geopolitical dynamics of the world. Its emergence in international political discourse is changing the basic thinking and logic of traditional geopolitical competition. While Western countries tend to interpret the BRI as part of China’s hidden geopolitical strategy to ultimately rule the world, Chinese and most developing nations see it as China’s international cooperation strategy to enhance global connectivity, communication and cooperation, so as to foster a more balanced and equitable world system. To maintain a favorable international environment for further progress of the BRI, China needs to better explain the details concerning the initiative as well as its role in the country’s grand strategy of peaceful development. Meanwhile, China must keep striving to match its words with its deeds in global arenas, so as to win more trust and support from the international community in jointly implementing the initiative.

The introduction of the “Polar Silk Road (PSR)” into the first comprehensive white paper on Arctic policy is a historic step for China’s Arctic engagement. Over the past few years, China has achieved policy synergies and launched industrial, scientific and technological cooperation with Russia and Nordic countries. With enlarged interests and enhanced capabilities, China is becoming a preferred partner for Russia and Nordic countries in a number of infrastructure, energy and transportation projects within the Arctic region. The PSR framework to advance Arctic cooperation under the Belt and Road Initiative (BRI) presents both economic opportunities and social as well as environmental challenges for Chinese enterprises to balance the utilization and protection of the Arctic.

Based on an examination of mutual perceptions between China and Saudi Arabia toward each other’s development strategy, especially through the lens of government officials, journalists, and scholars, this article argues that great progress has been achieved in key areas of strategic alignment between China’s Belt and Road Initiative (BRI) and Saudi Arabia’s 2030 Vision, including policy coordination, infrastructure connectivity, unimpeded trade, financial integration, and people-to-people exchanges. Meanwhile, political, economic, security and social risks remain prominent in the process of China-Saudi strategic alignment which need to be managed by appropriate measures.

Responses to the Belt and Road Initiative (BRI) have been mixed. Many commentators have welcomed the opportunity for infrastructure development and projects to build economic, political and social connectivity across the region. Others have been openly critical or slow to formulate a clear position. In general, advanced economies have responded less positively than developing economies. This paper employs a constructivist approach to interpret responses to the BRI in advanced economies through analysis of commentary in the United States, the European Union, Japan, Australia and New Zealand. It identifies a diversity of responses within and among these economies and a strong ideational coherence in the frameworks used to assess the BRI. It is concluded that the reception of Chinese-promoted concepts in international affairs, like the BRI, remains challenging due to the dominance of liberal and realist assessments and the accompanying political values. This suggests a need for greater intellectual engagement and more substantial feedback between China and the advanced economies, so as to open the way for a long overdue regional conversation on how development is conceptualized and co-created in a region with diverse approaches to regional economic policy.

China remains Africa’s largest financier of infrastructure, and the Belt and Road Forum held in May 2017 estimated pledge of funds of about US$40 billion. Reportedly, projects worth much more than the pledged funds are in the planning or have been underway, making the “Belt and Road Initiative (BRI)” the biggest development initiative in history. China and Africa need each other in development, and the Asian giant continues to make inroads into Africa, home to minerals, oil, and other resources that help feed China’s phenomenal economic growth. This article intends to discuss the “21st Century Maritime Silk Road (MSR)” under the BRI and its socioeconomic and cultural impact on China-Africa relations, with an emphasis on China’s relationship with Kenya, a founding member of the East Africa community (EAC) that has enjoyed lasting friendship with China. It is concluded that despite the generally positive impact of Chinese economic presence in Africa over the past decades, both China and African countries have much to do to consolidate their mutually beneficial relationship and to achieve the MSR’s target of common prosperity in the long run.

Separated by the vast Pacific Ocean, China and Pacific Island countries have been interlinked through vigorous ocean diplomacy which helps strengthen their political, economic and cultural relations. Based upon common perceptions and with new momentum generated under China’s “Belt and Road Initiative (BRI),” both sides can join hands in building a community of shared future for their mutual benefits. With regard to the cultural diversity, colonial history, group identity and various legitimate concerns of Pacific Island countries, China needs to adopt a more comprehensive and pragmatic approach in order to achieve win-win cooperation.

Despite the long-standing friendship between Nepal and China, their relationship has developed rather slowly since the reestablishment of democracy in Nepal in 1990, mainly due to the constant pressure from Western forces faced by Nepali political elite, as well as the ignorance of most democratic governments about balancing Nepal’s foreign relations, especially between its two giant neighbors, India and China. In recent years, however, the Nepali government has been trying to promote pragmatic cooperation with China in order to garner support for its own development. With the signing of the memorandum of understanding (MoU) on cooperation in building the “Belt and Road Initiative (BRI),” the China-Nepal relationship is likely to enter a new era. Based on a historical review of the development of China-Nepal relations, this article offers some suggestions on how to enhance their cooperative partnership in the future.

Many studies have compared the Russian and Chinese projects currently underway in the Central Asian region, namely the Eurasian Economic Union (EAEU) and the Silk Road Economic Belt (SREB), both of which seek to increase integration with Central Asian states. Yet little attention has been paid to how these endeavors are perceived locally by Central Asians themselves. This article aims to fill this gap by presenting the findings of a comparative discourse analysis of perceptions of Russia and China in online Russian-language media in Kyrgyzstan. The research reveals that while Russia’s role in the region has been seen primarily in political terms and China’s role chiefly in economic terms, these perceptions are changing, and that a growing percentage of articles are devoted to economics in the case of Russia and politics in the case of China. Another finding from this research is that China receives a greater percentage of positive coverage than Russia. It is suggested that as two important poles in the emerging multi-polar world, China and Russia should ensure their respective projects complement, rather than conflict, with one another in the region.
