This study examines the historical development of corporate governance structures in First Nations communities in British Columbia, where development corporations are employed to assist privately-owned and community-owned entrepreneurial enterprises. First Nations entrepreneurial activity functions in an environment where business must market to a global economy while preserving traditional values, beliefs and other cultural elements. A brief history of First Nations and their enterprise development efforts is presented. Empirical research findings describe the close relationship between local community and corporate goals and identify conflicts of interest between political leaders and management of development corporations. The evidence demonstrates entrepreneurial success and economic development of First Nations communities rely on an independent decision-making process within business development corporations. An alternative business model is developed utilizing the empirical research, social enterprise literature and the unique regional cooperative model of the Mondragon region of Spain. The new model respects the land base and other environmental and social values while providing a framework for economic success. Exploration of this unique enterprise-to-region development model, which incorporates consideration for the natural environment and social and cultural values, offers lessons to other societies and regions that will assist in the movement toward an economic system based on concepts of sustainability.

This study examines the impact of national cultural values and the development of market institutions on three aspects of entrepreneurship (desire, intention, and confidence in creating new ventures). We ask: What different kinds of effects do cultural and institutional factors have on different aspects of entrepreneurship? Our samples come from Vietnam, Taiwan, and the United States (US). The use of three countries allows us to distinguish the separate influences of culture and market institutions on entrepreneurship. Our results suggest that only culture has a significant impact on individuals' desires to create new ventures. However, we found mixed results on whether culture or institution affects individuals' intentions and confidence in creating new ventures. Contrary to our hypotheses, the Vietnam sample had higher scores on intention to create new ventures than both the US and Taiwan samples. The Vietnam sample was also higher than Taiwan on the confidence in creating new ventures. This may suggest an interaction effect of cultural and institutional factors on entrepreneurship. This interaction deserves more attention in future research.

This paper aims to study the issues and unique characteristics surrounding the birth and development of the private sector in the People's Republic of China (China); analyze the interaction of entrepreneurial behavior and the country's unique and continuously changing regulatory and institutional environment; examine the actions, outcomes, and composition of this emerging entrepreneurial class; and analyze the implications for entrepreneurship research in transitional economies. The paper offers a model built on a dynamic and transitional cycle. Using this model, the paper examines how uncertainties, ambiguities, and changing regulatory environments may create opportunities, bolstering the entrepreneurial class as well as an impressive private sector in a country where entrepreneurs and private business can be at odds with socialist ideology and culture in addition to many regulatory and institutional obstacles. Rather than relying upon limited survey data targeted at specific locations, industries, or time periods, this study is based on seven large-scale surveys conducted from 1993 to 2006 in both urban and rural areas extending horizontally across different industries in China, with a primary focus on private business. The findings are relevant for future research and government policy in transitional economies.

To understand entrepreneurs' motivations, it has become increasingly common to distinguish between those driven by necessity (or pushed) and those driven by opportunity (or pulled) into entrepreneurship. Until now, entrepreneurs operating wholly or partially in the informal economy have been widely assumed to be necessity-driven, pushed into this enterprise as a survival strategy in the absence of alternatives. To evaluate whether this is indeed the case, this paper reports one of the first surveys of informal entrepreneurs' motives. Reporting face-to-face interviews conducted in Ukraine during 2005–06 with 298 informal entrepreneurs, the finding is although most identified themselves as necessity entrepreneurs when initially asked whether they were either pushed or pulled, subsequent questions reveal in the vast majority of cases, there were not only both push and pull factors driving their original decision to start-up informal enterprises, but also a clear shift among these entrepreneurs as their business became established away from necessity-oriented motivations and toward more opportunity-oriented motivations. The outcome is a call for a transcendence of a static either/or approach and the adoption of a dynamic both/and approach that recognizes the coexistence of necessity- and opportunity-drivers as well as the fluidity of entrepreneurs' motivations.

Capital acquisition is one of the most challenging and important issues facing small firms. This paper examines issues related to the acquisition of capital by niche agricultural producers. Niche agricultural producers face greater capital acquisition challenges than traditional small firms because their business models are not well understood and, thus, often considered high risk. Few studies have examined the capital acquisition of niche agricultural producers despite the importance of the overall agricultural industry and niche producers. The findings show firms that are more familiar with sources of capital are more likely to acquire capital. Commercial banks have a pivotal role in providing financial advice and are an important source of capital.

Pure plays use the Internet as a market entry strategy, and brick and clicks use the Internet as an alternate channel of distribution. Theoretical frameworks from entrepreneurship, marketing, and electronic commerce are used to explore performance differences between these business models. This study uses a geographically diverse sample of 240 small enterprises engaged in Internet-based consumer marketing. Results suggest brick and clicks enjoy performance advantages over pure plays in international revenue growth. Higher Internet promotional expenditures positively impact revenue growth. Firms using the Internet for sales transactions experience negative profit expectations and revenue growth. Firms using the Internet for product distribution experience significant international sales growth. Product depth influences profit expectations and domestic revenue growth. These results should provide a basis for building theory relative to performance implications of Internet-based commerce for small enterprises.
