The purpose of this paper is to examine the relationship between financial regulatory transparency and financial development. To achieve this goal, we collect data for 33 middle-low-income countries over the period 1998–2014 and estimate a dynamic panel by the two-step system generalized method of moments. We find that, beyond the standard factors, a higher disclosure of information about macroprudential data of financial institutions is a prerequisite for a well-developed financial system. The positive association between financial regulatory transparency and financial development implies that a transparency-based policy is mandatory to ensure the development of financial systems in middle-low-income economies. We further analyze the potential mediating role of two proxies of financial instability (banking crisis and non-performing loans (NPLs)) in explaining the effect of financial regulatory transparency on financial development. In doing so, our paper provides new evidence and insights into the long-standing discussion of the determinants of financial development.

This paper provides a critical overview of a recent attempt to create an independent statutory "voice" for small enterprises within the formal government bureaucracy in one Australian jurisdiction. It discusses the creation and eighteen months of activity of the Small Business Commissioner of the Australian Capital Territory.

In 2003 the ACT government foreshadowed that, as part of its strategy to create the most small-business-friendly location in Australia, it would establish a Small Business Commissioner as a statutory appointment. The Legislative Assembly passed the Small Business Commissioner Act in 2004 and activity began in March 2005.

The key activities of the Commissioner have been to examine small business complaints about ACT government agencies; to promote the use of mediation and/or other alternative dispute resolution tools for the settlement of disputes between small enterprises and other businesses; to provide independent advice to the Territory government about laws, regulations and policies that may affect small firms; to oversee the introduction of small business service charters within government agencies; and to establish a more "business friendly" service culture within ACT government agencies.

On one hand, it is clear that a Commissioner role has a potentially significant strategic importance for small and medium-sized enterprises, principally through the provision of independent commentary, pushing for red tape and regulatory reduction, and by providing mediation services and investigative functions. However, there are also some current problems with the role. These include potential overlap with other regulatory and investigative bodies; lack of formal compulsive powers; its dependence on political support for its effectiveness; insufficient resources; and the nature of the relationship it has with other government entities.

Do entrepreneurial companies make responsible corporate citizens? In this paper, we examine the relationship between companies' entrepreneurial orientation and their corporate citizenship. An empirical study consisting of 261 South Korean firms reveals that entrepreneurial orientation does not have direct causal effect on corporate citizenship. Analysis also shows that market orientation has full mediation effect between entrepreneurial orientation and corporate citizenship. The findings indicate that entrepreneurial companies may indeed act more responsibly if they are also market oriented. Practical implications are discussed.

Nowadays, Enterprise Application Integration (EAI) constitutes a real and growing need for most of enterprises, particularly for large and dynamic ones. Actually, the major problem of EAI is the heterogeneity problem, especially the semantic one. This latter is not correctly addressed by today's integration solutions, which focus mainly on syntactical integration. Dealing with the semantic aspect, which will certainly promote EAI by providing it more consistency and robustness, needs some appropriate principles such as ontology urbanization and mediation. These latter that constitute the main focus of this paper aim to favor the semantic application integration allowing to correctly capture, structure, master and reason upon the semantics, which currently constitutes a big challenge for several enterprises that are in quest of more flexibility and manageability.

In this paper, we discuss how ontology plays roles in building a distributed and heterogeneous knowledge-base system. First, we discuss relationship between ontology and agents in the which is a framework of knowledge sharing and reuse based on a multi-agent architecture. Ontology is a minimum requirement for each agent to join the . Second, we explain mediation by ontology to show how ontology is used in the . A special agent called mediator analyzes undirected messages and infer candidates of recipient agents by consulting ontology and relationship between ontology and agents. Third, we model ontology as combination of aspects each of which can represent a way of conceptualization. Aspects are combined either as combination aspect which means integration of aspects or category aspect which means choice of aspects. Since ontology by aspect allows heterogeneous and multiple descriptions for phenomenon in the world, it is appropriate for heterogeneous knowledge-base systems. We also show translation of messages as a way of interpreting multiple aspects. A translation agent can translate a message with some aspect to one with another aspect by analyzing dependency of aspects. Mediation and translation of messages are important to build agents easily and naturally because less knowledge on other agents is requested for each agent.

This paper describes a formalism for context mediation based on Feature Logic. The formalism enables a distinction to be drawn between integrity and translational aspects of mediation. It is independent of the relational model, though easily used within it. The formalism makes precise the concept of "context" and provides a framework for mediation between disparate data sources.

Ontologies are widely used to represent knowledge explicitly but it is impractical to expect all individuals and organisations to agree on using one or a small subset of ontologies. The adoption of multiple ontologies causes ontology mismatches which make their inherent vocabularies and relationships become inconsistent, resulting in difficulty for one system to understand and reuse these ontologies. To achieve knowledge sharing and reuse, ontology mediation is required to reconcile mismatches between heterogeneous ontologies. In this paper, we investigate the application of ontology in knowledge management (KM). Many KM approaches have been developed with the purpose of managing organisational knowledge. However, these approaches only focus on managing intra-organisational knowledge, which is inadequate in current business environment because users are often required to access inter-organisational knowledge to complete their tasks. These approaches also fail to collaborate with each other as their designs are based on their own business and KM requirement in managing organisational knowledge. We argue that ontology and its mediation methods can be used to overcome limitation of non-collaborative problem in which individual organisation is unable to reuse inter-organisational knowledge. An ontology-based inter-organisational KM network is therefore proposed to allow organisations accessing and retrieving inter-organisational knowledge of common domain.

This study aims to identify the strategic roles of competitive intelligence and to examine the mediating effect of competitive intelligence practices on the relationship between perceived strategic uncertainty and firm performance. Data are collected from 123 public listed companies in Malaysia using mail questionnaire survey. The study highlights the essential role of competitive intelligence in supporting strategic decision making and strategic planning as well as in identifying opportunities and threats. Results reveal that perceived strategic uncertainty relates positively to competitive intelligence practices, which in turn, relates positively to firm performance. This paper includes implications, limitations, and recommendations for future studies.

Based on extensive exploration in Chinese classics, this paper finds a fresh new perspective for KM philosophy especially in pyramid issue: The primary role in knowledge ontology should be consciousness rather than IT aspects, in which the former determines the perceived results such as data, information, knowledge or wisdom. With this domination, this paper presents a novel hierarchy that best solves the quarrel in classic pyramid, and illustrates the crucial issue of wisdom — the finding of a continuous birth and death metabolic cyclic nature called anitya in knowledge. Further, a three layer wisdom hierarchy is suggested based on different levels of understandings: traditional layer, dialect layer and ultimate layer. This paper argues that wisdom should depend on internal concentration while IT serves as an exterior role and never replaces the inner one. Meanwhile, the paper also doubts the classic definition of knowledge and suggests a novel one.

Today, scientific data are inevitably digitized, stored in a wide variety of formats, and are accessible over the Internet. Scientific discovery increasingly involves accessing multiple heterogeneous data sources, integrating the results of complex queries, and applying further analysis and visualization applications in order to collect datasets of interest. Building a scientific integration platform to support these critical tasks requires accessing and manipulating data extracted from flat files or databases, documents retrieved from the Web, as well as data that are locally materialized in warehouses or generated by software. The lack of efficiency of existing approaches can significantly affect the process with lengthy delays while accessing critical resources or with the failure of the system to report any results. Some queries take so much time to be answered that their results are returned via email, making their integration with other results a tedious task. This paper presents several issues that need to be addressed to provide seamless and efficient integration of biomolecular data. Identified challenges include: capturing and representing various domain specific computational capabilities supported by a source including sequence or text search engines and traditional query processing; developing a methodology to acquire and represent semantic knowledge and metadata about source contents, overlap in source contents, and access costs; developing cost and semantics based decision support tools to select sources and capabilities, and to generate efficient query evaluation plans.

This paper aims to investigate the influence of education and research quality provided by local educational institutions on the innovative adoption of information and communication technology (ICT) by the workforce in Saudi Arabia. The study tests whether this influence is mediated by domestic competition and/or the level of ICT penetration. A model was developed and tested using data collected from 119 CEOs of foreign companies in diverse local business sectors. The data is analyzed using structural equation modeling (SEM). The results showed that educational quality exhibited a lesser contribution to the ICT adoption compared to research quality. These results are analyzed in terms of business environment, market constraints and pedagogical approaches in schools and universities.

The purpose of this paper is to study the effect of performance-based rewards on radical innovation. In doing so, it explores the role of knowledge acquisition and innovative work behavior (IWB) as possible mechanisms that underlie the relationship between performance-based rewards and radical innovation. The subsequent effect of IWB on promoting radical innovation is explored. The study employs data from 235 unit managers in manufacturing and technology firms in Jordan. Structural equation modeling was used to test for reliability, validity, and the hypothesized relationships. The results indicate that performance-based rewards positively affect knowledge acquisition. In addition, knowledge acquisition mediates the link between performance-based rewards and IWB. IWB is also significant and positive in promoting radical innovation. This paper is one of the first to examine how radical innovation can be promoted through IWB. It offers insights into and contributions to the literature on the role of performance-based rewards in driving radical innovation through the mediating effect of knowledge acquisition and the subsequent impact of IWB on radical innovation.

In this study, we augment Ajzen’s Theory of Planned Behavior (TPB) with an institutional embeddedness logic to develop and test a mediated model of the effects of perceived corruption on attitudes, social norms and perceived behavioral control, which in turn determine entrepreneurial intentions. We test our three hypotheses on a sample of 231 aspiring entrepreneurs seeking to start a non-farm business in three rural regions of Bulgaria. In our exploratory case study, we find that corruption perceptions are partially mediated by entrepreneurial attitudes and perceived control, but not by social norms. Corruption perceptions are positively associated with entrepreneurial intentions, indicative of the deeply rooted social acceptance of corruption in many transition economies. Theoretical, practitioner and public policy implications are discussed.

Idea competitions are becoming increasingly used as a resource for supporting the front end and downstream acceleration of innovation. But unethical behaviour of participants in such competitions can be detrimental, both for the organiser and for the motivation of the participating community. We assume that unethical behaviour can be explained by examining personal motives for participation and their influence on moral disengagement (MD) in which people are able to disengage from the self-regulatory process that normally impedes individuals from acting in a way inconsistent with their own moral standards. We hypothesise that monetary motives as representative for extrinsic motives for participation are positively related to MD while hedonic motives as representative of intrinsic motives are negatively related to MD. Our findings offer support for the positive relationship between MD and the tendency to make unethical decisions. Moreover, our results confirm a negative relationship between hedonic benefits and unethical behaviour. In addition, MD mediates the relationship between participants’ motivation for hedonic benefits and the tendency to make unethical decisions.

Beijing’s recent peace initiatives in the Middle East have drawn growing scrutiny and generated heated debate over its role in the Global South. Learning from the West’s hitherto mixed record in the regional peace process, China attempts to improve the effectiveness of regional peace diplomacy by focusing on three important ingredients, namely, neutrality, leverage, and timing. While Beijing’s neutrality stems from the long-held principle of inviolability of sovereignty and territorial integrity, its leverage draws from extensive and robust economic ties with regional stakeholders. Moreover, Beijing offers its good offices at a time when both the Iranians and Saudis have become conflict-weary, believing that continued tensions go against their own interests. Recent breakthroughs in peace diplomacy may raise local actors’ expectations to such levels that Beijing may find difficult to meet because China still defines its role as one of a facilitator, not a security guarantor.

This chapter is a highly abridged version of the EcoPeace Proposal for a water agreement between Israel and Palestine. It presents the design for an agreement between Israelis and Palestinians to share water in a physically realistic, ecologically sustainable, and socially equitable manner. Existing arrangements are, at best, inadequate and, in some cases, counterproductive. The proposal relies upon ongoing monitoring and mediation to achieve equitable and sustainable use at the most local level possible. The proposal also argues that an agreement on water can be reached now, before resolving the full range of issues required in a Final Status Agreement between Israel and Palestine.
